Section 10
Collecting postal fees or other amounts
: If a person refuses to pay any amount due to postal fees or other charges, the postmaster can collect that amount using the procedure and authority for collecting fines in accordance with prevailing Nepalese laws. Until such person pays the remaining amount, he can withhold non-delivery of postal items other than government items in his name.
